Accessing Certified Payment Center® :

Consumers:
Consumers will access Certified Payment Center® directly or via link from the City to make payment on their account using Internet. Each consumer will be required to create a user id and password to access system using secure communication. There will be three different areas for each consumer, an area where each consumer will keep their
personal information, which they can update whenever they like, area for all the payment information (Bank information or credit card information), finally a place where each consumer can access current and past statement and payment history.

City:
The City will be able to securely transfer data to Certified Payment Center®, for consumer to access. These transfers will be merged into a database server in the secure zone for payment. Data layout will be worked out with mutual understanding between the City and Certified Payment Center®.

Systems Setup for Certified Payment Center®:

Internet Access:
Subscribe to a dedicated Internet to be connected to Certified Payment Center®, the connection will be linked with DMZ Zone for Certified Payment Center® which will restrict access using firewall.

Web and FTP Server:
Certified Payment Center® will maintain and manage a web server which will house the web site for Certified Payment Center which will provide access to both City and consumer. The server will be linked with backend database server using HTML code.

Database Server:
Database server will be in a secure environment behind a second firewall isolating access to the internal network. A database backup will kept on site as well as offsite for quick recovery. All the data received from the City will be imported into database. Historical data will be kept for any compliance requirements.

Accounting Server:
Accounting information will be kept in separate server to maintain all the payments and fund transfers.

Consumer demographics
Consumer payment information
Consumer bank/credit card information
City Invoices
City payments

Web Site:
Will housed in house for data security.
Development will be in house and outsourced and compartmentalized.
Web site will not keep any data local for security reasons
Web site will only allow SSL connections using certificate.

Accounting:
Accounting software will integrated into database server.

Support:
Consumers will be able to perform various functions on line.
Consumers will be able to dial a local toll free number to get assistance to reset passwords or any other web site related issues.
It will be possible for consumers to call during business hours to get the verification for their payments, bank transfers and any other needs.

Payment Processing:
Payment received against an invoice from City will be transferred or directly deposited within 24 hours of closing of the batch to City bank account.
Credit Card or Electronic payments from consumers will be handled using the Global Network and HBSC.
